September 13th, 2021

Washington, D.C. — The Coalition for Community Solar Access is pleased to announce the hiring of Mike Judge, one of the country’s preeminent distributed solar policy experts, as Head of Strategic Initiatives. Judge brings more than a decade of experience to the role leading solar policy efforts at the Massachusetts Department of Energy Resources (DOER) and most recently at the Massachusetts Department of Public Utilities (DPU) .

“We’re thrilled to land someone with the breadth of knowledge and experience Mike brings to the team,” said Jeff Cramer, Executive Director, CCSA.  “Mike will be leading CCSA’s efforts to drive community solar interconnection and grid integration nationally and in our new and existing market campaigns across the country, and will also provide invaluable insights to our existing state-level campaigns.”

Most recently, Judge worked at the Massachusetts DPU, where he served as the Director of Electric Power, Regional, and Federal Affairs, managing the agency’s oversight of electric power sector issues such as interconnection, net metering, grid modernization, energy efficiency, and retail electric supply.

Prior to his time at the DPU, Judge served as the Director of the Renewable and Alternative Energy Division at the Massachusetts DOER, where he was responsible for designing and implementing policies and programs that supported the development of renewable energy generation and energy storage, such as the Renewable Portfolio Standard, SREC I and II Programs, Clean Peak Standard, and SMART Program.

“This is an exciting time to be joining the team at CCSA,” said Judge. “Community solar is growing across the country and is increasingly recognized as a critical piece of the puzzle for creating a more equitable, cost-effective and resilient energy grid. I look forward to helping drive CCSA’s mission to bring solar access to everyone, no matter where they live.”

Before working at DOER, Judge was at the Massachusetts Clean Energy Center, where he worked on the implementation of its solar rebate programs.

Mike received a B.A. in both Geography and History from UMass Amherst.  He currently lives in Somerville, MA.

In addition to the hiring of Mike Judge, CCSA’s former Communications Director Matt Hargarten recently transitioned to a new role as Campaign’s Director. In this role, Matt will partner with CCSA’s Regional Directors to oversee the organization’s state legislative and regulatory campaigns to expand community solar programs in a growing list of states across the country. CCSA is currently hiring for a new Communications Director.
